I have abit of a weird one.
I have set the NPR Generation Chance By Player to 100, however I have not generated any NPRs in approximately 20 or 30 new systems discovered.
I feel like something isnt right here.
I have posted by game settings below encase there is an obvious error.
I know I can manually create one via Spacemaster mode but that takes away the mystery.
However I am getting to that point, as I want a challenge.
The Avenging Son & Regent of Mankinds fleets are standing idly by.
If anyone knows if I need to check a setting or investigate a property in the database, let me know.
It is not at all unusual to be 30 systems in without finding an NPR.
Planets that qualify to host an NPR are very rare.
The only thing I see about your settings you could tweak is reducing the ruins chance. Any body that qualifies for ruins also qualifies for an NPR, but the ruins chance is rolled first, and if it succeeds then there is no NPR.
Sidenote: your settings for multi-system NPRs will probably cause some problems when you eventually generate one. The way you have it, the NPR will have explored every system within 11-15 jumps of their home system. That is a massive number of systems. I suggest you reduce the base and/or random transits, and strongly suggest defining a non-0 max.
I vaguely remember reading somewhere that playing with known stars off does increase the chance of NPRs - but only because it tends to generate more habitable worlds - ergo more chances for an NPR to spawn by simply having a greater absolute number of rolls.

Ah true, that is correct. Known Stars has a LOT of red dwarf stars around Sol and the odds of a habitable planet being around them are smaller than for other stars.
