Could a convoy of freighters each carry a Fighter for protection against Raiders, like the CAM-ships (Catapult-Armed Merchantmen) of World War II?

Yes, that can work.
Commercial carriers will keep the deployment clock at zero, but not the maintenance clock. Design your fighters accordingly.
Or make the commercial hangar a little larger so you can put a military hangar station inside it to then hold the fighters in “stasis”. Will make life a lot easier than micromanaging all those fighters maintenance all the time as the military hangar station can have a lot longer life (you keep most of the MSP and fuel on the freighter not the military hangar station, that just needs to cover Max repair of itself or fighter. Whichever is higher)
