Diplomacy Rating staying at 0

My Survey ships have made contact with a NPR who remained passive and did not fire inmmediately at my Fleets ( at present I only have Precusers available , (no Star Swarms , Invaders , Rakhas or Aether Raiders - yet ) Eventually the NPR identified themselves as the Ciondir Heirachy and numerous of their ships have been moving in and out of systems , including Sol ( all showing a vastly superior speed to my puny vessels). Now I have built a couple of Diplomacy vessels but whatever I do the Diplomacy Rating on the Intelligence Window remains at 0 and I have been unable to communicate further with this NPR. What can I do to increase the Diplomatic Relationship to foster good relations and subsequetly Trade etc?

In earlier versions of Aurora ( probably prior to C# ) I had no trouble befriending some NPR races and making mutual beneficial treaties.

As an aside I have also found another NPR ( probably Precusers ) who immediately attacked and destroyed a Geo Survey ship ( although previously a Grav Survey Ship had completely scanned the system without problem.

The Diplomatic relation you see is your opinioon of them. Not their opinion of you so the value is largely meaningless

Many thanks re the D.R . If the NPR is not hostile :-

A) is there any way to get the NPR to converse with me to initiate dialogue , or

B) How do I raise my opinion of them ( if I want to )

The many fleets of the NPR are swanning around and some are even parked at Jupiter next to my Fuel Harvester Fleet. I assume some of their vessels are Fuel Harvesters also and are helping themselves to my Fuel stocks.

There pretty much is no Dialogue.

A ship with a diplomacy module and a diplomat officer in detection range of their ships or planets will do diplomacy. So put one near jupiter,

They will only communicate to issue a new treaty relationship or a message warning you to leave their territory. Given the described behaviour good chance they will tell you to leave the Sol system soon. Start building warships

No idea how to improve your opinion of them, probably if they have a diplomatic ship it helps, there will be a notice in the log if they do

You can also turn your transponder to all, instead of off or friendly only. This will make the ship visible no matter where in the system it is.

Once you have your DIP ship detected by them, diplomacy commences. Initially, there will be time spent deciphering their language. I assume this has already happened since you know who they are. After this, they will continue to converse, and your diplomatic rating should go upwards, so long as there is no hostility.

Yes , I have built 2 Diplomatic Ships that have toured the systems and located the NPR vessels. I even have 1 Diplomatic Ship parked next to their and my vessels at Jupiter but nothing changes. We have both known about each other for 9 years now but since I have been notified of their name there has been no discourse since. I presume that this means that they are simply not interested in furthering any more contact. Do I now simply ignore them and hope that they won’t turn hostile? So far they have not insisted that I leave any of the systems that I have located and surveyed so I do not know what areas they consider to be part of their sphere of influence.

P.S. If I start over from the very first date of this game ( I have a save game at commencement , i assume that as the systems are procedurally generated then it is more than likely that this NPR may not occur again at the same point ( 2 systems from Sol). One further point - at the game setup I specified the default distance for NPR races , 25ly min , 50ly max. How is it that I am able to locate and converse with an NPR race way inside the 25ly min specified ( so far max distance searched is 19 ly and I was destroyed by Precursers in a dead end system at 17.1ly from Sol?

If you start again it is unlikely you will find them so close. I am suprised you are not at war after 9 years, I have always found that an NPR so close to Sol ends in war they must not be very militristic , of course sometimes I start the war so perhaps its me
The presence of large fleets in a home system has negative effects on relations so they being very rude to you is probably not helping your opinion of them.
Unless they demand you leave Sol or some other system there will be no further messages , unless they announce you can trade with them or sharing survey data. There is no discussion of treaties or anything like that, the first you will know of good or bad relationships is shooting or trade offers

He established communication and got the races name for itself. Plus sending commercial ships into Sol is not a spoiler thing to do they would have opened fire a long time ago not wait 9 years
