Expansion of Minor NPRs

Minor NPRs don’t use jump drives, but can transit stable jump points, if they’ve witnessed a transit by another race. Do they perform Gravsurvey?

I’m thinking of giving the ‘all Jump Points are stable’ option a try and was wondering if minor NPRs would find stable JPs in their home system by themselves and then start exploring those and even generate new systems.

A Minor Race will not research jump point theory and will not deploy any gravitational survey ships or stabilisation ships
