I’m flying with a fleet to another sector. I’m taking a fuel tanker with me. I create one fleet. I add the command ‘No fuel — refuel from the tanker.’ The game doesn’t recognize this tanker. It must be a separate fleet and not moving. That is, the ‘follow’ command won’t allow refueling either. Constantly splitting and merging the fleet for every refueling is way too much of a hassle. In the tanker’s description, there’s a button ‘Refuel my fleet’ — except it doesn’t work — I’ve tried every single pop-up menu. The tanker is civilian, the two ships are military.
You need the underway replenishment technology to refuel while moving. If you remain stationary for a while and have the tanker set to refuel its own fleet, the refuelling will take place.

I had luck with this yesterday, coincidentally. For the fleet i set a conditional order to refuel from tanker. On the tanker itself (selected within the fleet) there is a page that has some drop-down menus, one of which is “refuel own fleet” or something similar. My fleet orders (besides the conditional) were to just move to point X. It worked for me after I instant-SM’d the underway replenishment tech.
