I know NPRs can ask you to leave systems if they are uncomfortable. It is possible for a player race to send the same request to an NPR? If so how?

You can set the system default response to others, per system, on the galaxy map - Miscellaneous tab.

As stated above, you can do this from the Galactic Map. That does it globally for all NPRS - if you want to do it separately per-NPR, you can also set this from the alien intel window under “Known Systems”.
