After the initial colonisation of Alpha Centauri with the first 150,000 human colonists, the president of the UEG ordered the head of the Colonial Administration Authority to present a white paper and plan for colonisation outside of the solar system now that the it was proved to be possible. This white paper would aim to outline UEG colonial efforts for the next 10-25 years.

- Introduction
*Humanity is at the precipice of a golden age with the realisation of the translight engine it is now possible to colonise outside of the solar system. The only way to ensure this golden age comes to pass is with establishing strong plans, strong foundations and institutions which will enable the exploration, expansion and exploitation of the galaxy to the betterment of humankind. The Unified Earth Government has access to more resources, industry and technology than any other government in the history of humanity, these resources must be stretched to their limits to enable this expansion, which must occur at a rapid rate to ensure humanity does not stagnate.
This undertaking will not be simple, easy or quick and rapid societal change will occur in the aims of achieving these goals. Systematic progress must be made, such as improvements to civilian and colonial industry, security forces and command and control assets with entirely new government agencies to direct these efforts. Complacency in current security cannot be allowed to fester, the discovery of ruins, wrecks and constructs created without a doubt by alien life tells us that humanity is not alone in the galaxy and seemingly war is not uncommon amongst the stars.*
Against this backdrop, humanity faces a fundamental choice about its future. Does it want to muddle through the years in fear, within Sol as it has always done, attempting to adapt to the growing needs of the population in an incremental and cautious way? Or, does it want to spread its wings and grow, expand free from any potential threat known or unknown and with it develop the prosperity that all of humanity has desired both past and present. That desire will be achieved and this paper will show how.

- A RAPIDLY EXPANDING STRATEGIC CONTEXT
As of 2100, a total of sixteen systems outside of sol have been explored with plans for further exploratory missions and with it will come new discoveries which change the context of future colonisation and expansion. Currently the known galaxy is split into three space-relative geographic regions with the galactic north, west and south, these regions influence which systems will see efforts prioritised for their colonisation, however as the context shifts in what is currently a rapidly changing strategic situation

Decisions will need to be made on where resources are directed under an allocated budget, this budget will see resource investment across each individual system as approved by the Federal Government. The current context indicates that investment should go towards Alpha Centauri, Procyon and V1216 Sagittari. These systems must be developed to create a local sector governance capacity as these systems will form sector capitals that support their region of space and in turn they will be provided with material from new colonies founded within it.
In supporting these efforts four naval commands and their associated civilian industrial components will need to be established for all regions of space and Sol itself, each command will be required to organise defensive, civilian and exploratory efforts within its area of jurisdiction.

To ensure a realistic timeline for expansion, an overview of resources and their usage must be reviewed bi-annually to ensure progress goes ahead as planned. Resources are defined as anything from minerals and wealth to military assets and civilian industry.

Current production projections and demands for future colonisation will require significant resource extraction of nearby systems, the economic situation is vulnerable as a result of no corundum mining and limited operations across the board, recent surveys in Alpha Centauri are estimated to correct this. Without a new influx of resources it is believed within 10-15 years economic production will stagnate and the economy will not be capable of protracted growth.

Current installations are massively varied and significantly below estimated requirements to support long term prolonged colonisation across known space. Command and Control will need to be overhauled with new Naval Headquarters and organisation. More mines, terraforming installations and infrastructure will need to be built to support mining operations in Alpha Centauri. Spaceports, deep space tracking stations and maintenance facilities will have to be deployed to new colonies and as a result more production will be needed. More importantly research facilities will need to be constructed in significantly higher numbers, this however is constrained to the mercassium supply.

Overall cost when combined with the MPM is likely in the 100kt+ range when taken into consideration design costs, research costs, and logistics support. Mercassium is the main risk, with just over 20,000t in stockpile and with minimal active production it is likely shortages may occur if not corrected immediately. Recommend mining of comets like Chernyk and begin immediate extraction of high value Mercassium deposits surveyed throughout known space.
