Ideal colony cost for civilians

I want to try doing an ultra-dense colonization strategy where every body (except for comets and asteroids, the odd rogue planet) gets colonized because I’ve never done that before and it seems fun. Is there a colony cost limit to what civilian ships feel is a viable trade destination, or is it solely based off of the distance and population? Will I have to manually ship the seed population to the higher-cost colonies or will the civilians take care of that in their own?

I’ve found that civilians will ship colonists to pretty much anything with infrastructure on it, if it’s marked as a destination for colonists. Not sure if there’s any hard limit via the CC mechanic, but I’m pretty sure you’re right that they do seem to prioritize certain colonies over others. Can anyone else confirm?

EDIT: The civilians will bring the seed population as well as long as the infrastructure is there.
