The reason is simple - I want to create shields with a small strength and fast recharge. 
The suggestion is to add the “Capacitor/Generator” list to the project creation window.
- The list will have 5 values - “90%/10%”, “75%/25%, “50%/50%”, “25%/75%”, “10%/90%” (or a little more).
- The base value is “50%/50%" (normal shields).
- Any change from “50%/50%” should make the shield generator less efficient.
For example, the value “75%/25%” multiplies the shield strength by 1.5 and reduces the recharge rate by half. Additional penalties are possible (-20% efficiency or something like that).
This will allow you to create more specialized shields.
I would like to know your opinion. 
I know that strength and recharge technologies are literally there for that, I just want to change the parameters more, without getting some kind of imbalance.
The problem is that increasing shield strength beyond the current levels, even with reduced recharge, removes the need for armour.
Armor does not create a signature. 
Also, the armor protects the ship at all times, shields are not installed on commercial ships, Meson Cannons ignores shields.
Nevertheless, I agree. In this case, is it possible to add only the part that enhances the recharge?
Such shields will not be able to absorb one-time damage from enemy ship and they also will be less effective against missiles. In theory.
I suggested basically the same thing on the old forum, and got shot down pretty hard as well. The problem with this approach is that shield capacity would quickly become the default meta.
Something that might achieve this w/o that problem would be having Shield Strength determine “shield power per unit of capacitor” and then have capacitor as the multiplier. So an alpha shield is 1, therefore it is equal to 1xCapacitor. If Capacitor is ten, then an alpha would have ten total shield points. Then recharge is effectively the same and size adds efficiency as it does already.
Basically the same system we have now, just a bit more granular. Allowing high strength, but low recharge shields and low strength high recharge shields via manipulation of capacity.
And when you combine the two and have a high strength, fast recharge shield?
basically, why would you not research both, especially as capacitors are needed for all beam weapons?
Currently there is a limit on mounting shields. One type only. So they would be mutually exclusive. As for researching capacitors… yes, that’s… fine though? It’d be adding a third research anyways, so why not have the overlap? It’s an energy shield of some sort, after all.
